Who is the mother of the child who is in the prison with the black lady, and would this be allowed in real life?

The real mother wasn't looking after the child because she was high on drugs all the time, so her cell mate took over. Did you see the original Cell

I saw some of cell block cupid. But for her cell mate to look after the child is a bit far fetched, she would have been fostered out.
