17d : Novel set in outskirts of Halifax, briefly (4.5).

The answer is a Charles Dickens novel (Hard Times) but we can't see how the wordplay is operating.

'Hard' = set and 'Times' = multiplication symbol 'x' ... which is the letter resting at the end (outskirts) of the word Halifax??

I think you've almost got it. The "outskirts" of Halifax are "H" & "X".

"H" is shorthand (ie briefly) for "Hard" - as in pencils - HB, 2H etc.
"X" as you say = "Times".
