You need all devices turned off for take off and landing. It's okay to use between those times.
As long as you have it in aircraft mode (No 3G or wifi) then there is no reason for them not letting you use it.

It could be handy. You could compose your letter of complaint before you have even landed.

That seems rather harsh thumper.
Be careful in case Ryan Air make a charge...they charge for everything else !
Yes you can use it during any flights. You need to put it in flight-safe/Airplane mode before you switch it off for take-off, once the seatbelt signs are off you can switch it on and use it. They will tell you when to switch it off for landing.
