Can someone please explain why JITTERY is the answer to "Nervous judge I hear penning note" ? I got the answer by elimination and knowing that Jittery means nervous. but the judge bit and penning note have me foxed. One of you geniuses please put me out of my misery.

try = hear
te, a musical note.
J is for judge.I try is for I hear(as in Court)
penning note is te. Put te in I try,
they go after J
