Why are rechargeable AA and AAA batteries only rated at 1.2 volts when they replace 1.5 volt disposable batteries?

Because you can't change the laws of physics (or should that be chemistry?).

The chemical reaction which takes place inside a NiMH cell only produces a potential difference of just over 1.2V, whereas the chemical reaction inside a Zinc Chloride battery provides a p.d. of about 1.5V.
They should squeeze 1¼ cells into each battery :-)
