Is there any circumstances in which 2 seperate IP addresses can be the same?

Please describe what you mean. Each computer on a network has a separate IP address, otherwise it would cause conflicts.
on the internet - No that should never happen

on a LAN - Yep it can happen if one or both of the computers have been manually assigned IP's and they've been given the same one.

okay, if someone lived in wales and logged on using an IP hider and someone in ireland did the same, would there be any chance of them ever having the same IP?

I did not know the implications of the effects on an IP address using a dongle or an ip hider
ooooo cazzz...........are you doing a bit of sleuthing ? Do tell ..........in code if needs be........go on, go on, go on !.............:D
if they are using a proxy server to hide their IP then both users would show the proxy servers IP as being their location.
If by IP hider, you mean proxs server then yes, they would both be shown as having the proxy server's ip. This is usually used by people who don't want their surfing traced back to themselves.
when i log on i get an ip number (one of a block) if i log off and someone down the street logs on they could then get the same ip number i had

ahh so if they were using the same software to hide their identity then it would pull up the same address??

jth, sleuthing should never be this difficult where I have to bother people with my thickness ;)

DrFilth is correct when he says that you don't necessarily get the one IP address forever.

actually its just a favour for a friend, I keep my sleuthing to non sensical accusations, I dont voyage into the realms of IPs and rightly so :)

There is no possibility to have 2 separate IP addresses as same. Even if you set same IP address in a LAN, an IP conflict error message will occur. To get your Local IP address, goto start->run->cmd->ipconfig/all which will show the computer and subnet mask IP address.To check your External IP address, visit the site http://www.ip-details.com .
