You usually get a slightly better rate abroad, however, the rate of commission is usually a bit higher too - many (most, probably) places over here are commission free.
unless you are doing mega business deals, it's not going to male more than a little bit of difference
This question's come up a lot in the last few days - we don't buy them at all, we just take them out of the ATM in our holiday destination when we get there. That way you get the going bank rate.
If you draw cash from an ATM abroad however, beware the bank charges! It's usually a percentage of what you have withdrawn and your own bank may well charge too. Sometimes it's better to use a prepaid card - you use them just like a debit card and get the going exchange rate, and there are no extra charges. You have to remember how much you have on it though as you can't go overdrawn on it.
Alas it's far too general a question to give a simple answer to - it would depend on which BdeC you bought them here, ditto in Europe, and what debit (or even credit) cards you have or can get

Debit card in an ATM is the best generalisation but if you have the 'wrong' debit card it can be beaten

Not very good abroad at moment. You will get about same as you would at Post Office/Superdrug/M&S here at the moment. A lot of resort forums will have local euro rate sections.
I do not change any more when travelling, just get some cash at the ATM in the airport when I arrive. If I had to, I would rather change at my bank than at the money exchange in the airport.
