Would Money be anything to do with it A.O.G.? Doctors, Nurses, & all the staff are realy Izzed off with the NHS & the knobs that run the trust, Instance, My wife had worked within the NHS with persons that had L.D. they had a community home, regular staff, were Bathed & fresh clothes every morning" UNTILL some knob thought they could save money, the person 6 Elderly have been moved into a care home, less staff without the care that they were used to why, Because some basds wanted to save money, result? speaks for itself I think. back to your Question, UK NHS staff are Izzed off with the way the NHS is run by a load of knobs.
As usual, it is better to read Daily Mail reports from the end, reading back to the beginning. If you do that yoy will learn:

They are not failing all of their exams but just one part of it.
They are not failing on medical knowledge but on their ability to interact with their patients.
Admittedly communication is very important, but diagnosis also involves non verbal forms of assessment. Patients often tell lies and/or mislead the doctors.
Mass failing of asian doctors because of their poor communication skills would be a disaster for the NHS. There are not enough WASP candidates applying nevermind passing.
It's only anecdotal, but a 'foreign' doctor saved my life 30yrs ago.
Cos it was a Sunday someone called this locum? out.
He forced me to go to hospital ( I didn't want to go) Turned out I had double pneumonia with 1 inch of clear lung, through a fit, stopped breathing, all sorts.
If my usual doc had been available I'd have gone to bed with an aspirin & woke up dead, as it were.
So big up for 'foreign' doctors from me.
