I'd teach people to respect the value of proper communication - a dwindling asset in the face of mobile phones and texting services, encouraging people to converse about nothing with any value whatsoever.

I'm sorry Andy, but that is to censorial for me! Would you still allow folks to have conversations about whatever subject they choose in their own homes, or would you stop that as well? Personally I would try to make the world more aware of contraception, make it more widely and easily available and ensure that all car drivers have experience of riding motor cycles.

I'd make it illegal for Jehovas and the like to knock on people's doors pestering them to join their squad. I would also sort out the music business, getting rid of people with no talent.

HitMaker - I think I didn't explain myself properly, I didn't say I wanted idle conversation stopped, I just want proper communication expanded. Of course I wouldn't suggest that anyone's conversation be censored - I merely meant that the proliferation of mobiles means that the trivia is broadcast to uninterested parties, which most would agree is undesirable. In addition, when GCSE student start using TEXT language in their exam answers, it's time to point out the correct time and place for different types of communication, and that was the point I wished to make. Censorship no - expansion yes, and correct time and place - yes please.

But how could you rule the world yet on the other hand have a multi-party democracy and full proportional representation in the World Parliament? Sure to rule the world is a dictatorship? and thus you couldn't have multi parties and trends of thought as you would singularly decide what happens.
