I have some cast duck heads, that i want to mount on to a piece of board and turn into a coat rack.

the screws to fix the heads to the board, will go through the board and then into the duck heads (hope this makes sense).

the duck heads are hollow, so i need a substance that is one very hard and two when drilled, will not crumble and crack over time.

any suggestions?

There's a product you can get from car accessory shops called "instant metal". It's a resin with aluminium filler that sets and can be machined, drilled and tapped etc. just like a light metal. I think this would be ideal for you job.

Graham's suggestion does look good, but it'll be rather expensive I guess, if the void in the hollow heads is very big. Assuming these are cast plaster heads, then all you really need is to fill them with Polyfilla, or even sand & cement.
Either will take drilling and Rawlplugging.
I presumed they were cast iron, as they are to be used as coat hooks.

oh yes sorry forgot to say, the heads are made of cast brass.

they are also quite hollow, so i would need a lot of whatever substance I use to fill it.
