Especially when the person saying sorry retracts it years later...only to say 'sorry' once again?

If you behave like animals why treat them like decent human beings may have been the thought at the time when history seemed to be repeating what happened 4 years previous.

"Sorry" is the hardest word to say.

i don't but then again i don't believe most of what people tell me.

It's right that those involved are held to account, some have passed away, but those others who are still around should face the full force of the law.
