Is it possible to obtain copies of old (1890ish) acts of parliament or alternatively can they be seen anwhere.

You'll be looking for "UK Public General Acts", almost certainly. (There were also private acts of parliament for odd things such as granting railway companies the right to build a railway and for someone to get divorced!). The site helpfully gives you the option of seeing the original Act or just such parts as are still in force.
Any university which has a law department will stock statutes in the library. When I got bored I used to amuse myself by reading mediaeval statutes: the preambles alone were hilarious.

Thanks to all three. As it turned out it wasn't an act I was looking for but an order made by commissioners - but the web site is fascinating.
