I guess we talk about the weather so much because we live in a country where the weather is not only very changeable, but governs so much of what we do and how we do it in our work and leisure time.

Down in the south of France they don't talk about the weather unless there are a few clouds to block out the sun then they grumble...

It's not only in GB that the weather is a topic of conversation. But as a conversation opener (was it Canary that made that point) it is neutral enough not to offend anyone. You can meet anyone, socially, in business etc and be 100% safe talking about the weather. Unlike politics, religion, food (you could be talking to a veggie about bacon), football (other party doesn't like it, supports another team, etc.) family (ask after the wife and you find she's just run off with the milkman...) and so many other potential topics, the weather is there and unarguable.
