Freeview reception can not get all channels due to mast in area

Random question but where I live we can not get the full selection of tv channels due to the antenna not being capable of receiving it (the main antenna not mine). Would residents of this area be entitled to a reduced tv licence based on the fact we can not receive the full line up on offer?
