Peeling Lacquer On Volvo.

Greetings each.
We have just gotten our hands on an old red Volvo 940 with peeling lacquer patches along the passenger side of the vehicle only. Unfortunately the lacquer also gives an orange tint to the paintwork, so where it has flaked away now appears as red blotches.
Also, when the loose stuff is removed it leaves a visible edge where the solid stuff starts.
Is there any type of solvent available which will either dissolve the lacquer or minimise the effect, without damaging the paintwork please?
Does anyone have any alternative ideas please?
