When a UK military base is closed who takes over responsibility for maintenance of the water supply pipes? edit

I have recently moved into a house which used to be on a military base during the war. The nearby farm is also connected to the water supply.

The pipes up to the boundary of your house are the responcibility of the water company after that it is down to the house owner or landlord. The fact that this was once a military base makes no diffrence.
