Last time I hired in Spain I had to show both parts of the licence and supply a valid credit card. Not sure if it's mandatory though.
We book regularly for Spain with holidayautos and although told to take both parts we've never actually been asked for the paper bit when picking up the car, just the photocard and credit card obviously.

Weel, I havent left myself enough time to apply for a new counterpart license as we go next week! I will contact hire company. I have heard some say YES you will be asked to produce both licenses and some say they have only ever been asked for phot license and proof of I.D??
I wouldn't think it a problem as if a French person were to hire a car in Spain he would only have a driver's licence and ID. What is the counterpart for? in case someone steals your driver's licence? but if there's photo ID on it...

Hire company informed me that they are obliged to tell me that I must produce both licenses and the "officia"l line is that they cant make guarantees that the the hire company will allow just the photo license. However, the lady on the phone said hardly anybody takes both with them, but I cant tell you that officially!!
The difference with the UK licnce is that the 'licence' is both parts. When you have to produce to the sherriff, for example, one part will not do.

A friend recently fell foul of this in France and was refused the hire. DVLA will, if you supply them with the name, address and fax number of the hire company, fax them your licence details. Amazing but true.
