As far as im aware there isnt a proper explanation as to what it is but it is referred to in Wikipedia :-
"The white noise which opens the track caused some confusion among fans in 1994, who were unsure, on playing the album for the first time, whether or not their copy was faulty, as the white noise lasts for nearly 1 minute before any music begins"

Its a great song though!
When Pink Floyd played their laast Earls Court gigs on the Division Bell tour, that noise was played into the arena for about fifteen minutes before the band came on, it was unsettling, but in a Floyd way. It was not as unsettling as the fact that when the band came on stage, a section of seating at the back collapsed, and the gig was abandoned! It was re-scheduled for a week later for those able to attend.

I was able to get a press seatnear the front at the side, and next to me were two Dutch journalists who had flown over just for the gig. As Harvvey Goldsmith announced that the show was cancelled, thre was a frantic exchange of Dutch between the two, and then one turned to me and sai "My friend's English is not so good, he thought he heard the man say that the show was cancelled .." I had to break the news that his friend's English was spot on, the show was cancelled. They were gutted!
I was at that gig, Andy.
