what are building regulations and do we need them to have a new downstairs loo connected to the main sewer? The plumber will be drilling a hole through the garage wall into the garage, then sinking the copper pipe into the garage floor and ending it in the main manhole in our garage.

You really should phone your Local Authority immediately and ask for the Building Inspector for your Area and tell him of your problem and what is now proposed. They are the most helpful of people and will visit you immediately particularly if you stress your child and that you are virtually unable to use the WC. It is not possible to usefully help you further through Answerbank, in the majority of area's there should not be a soil manhole in a garage, however where the pipe enters a soil manhole and it's relationship to the channel is very important, how it enters the manhole, at what diameter, the type of pipe entry, at what depth and need for it to point in a direction, whether the benching should be cut and a shoe introduced, whether in fact copper piping is acceptable any necessary bedding and surrounding to it and rodding points in it and so on will all have to be discussed with your Building Inspector, it cannot be decided through here.

That is a much better solution than going over the garage roof but it still needs to be done properly. If your plumber isn't sufficiently competant to design this job himself then you should contact the building inspector for guidance as to how it should be done.

In answer to your question, building regulations are in place to ensure that any building and subsequent work is designed and carried out to high standards so that the living and working environment is safe and efficient etc.

Building regulations will also require that you install a hand basin in the same 'room' as the toilet - even if the room only measures 6' x 4'.

I think the regs now also say you need ventillation to a certain standard too.
