The answer is to ensure that before people reproduce they know how to parent! We have schoolchildren producing babies before they're old enough to look after themself never mind bring up a child responsibly. They're still at school so how can they finance a child?
We have lads who are serial 'fathers', they impregnate their partner's then move on to the next with not a thought given to their spawn.
The result is these hundreds of feral louts running lawlessly around thinking that they have 'a right' to all the things that they are unwilling to work to obtain; why work when you can just thieve the stuff?
And their so called parents have no idea where they are and what they're doing; even if they try to control them they have no idea how to do so.
