You don't have to have one, it just speeds things up.

As long as you are on the electoral roll, just pitch up. It might be wise to take some ID though.

You were but it says on mine that it's not essential for voting, just makes it easier for them to find you on their list.

Of course if you are not registerted to vote (at your address) you wont get a voting card.

Just go to the voting station, as long as you are registered you will be on their list
