They cannot because you cannot live without water. If pushed you can exist without electricity and gas but no way can you live without water. You would die and the water board would be accused of murder, or at least manslaughter. Of course, you could always go next door and get a kettlefull from them but if they had paid they might not look too happily on that.

Thanks for that. I did not know of that Amendment. I have to admit those legal documents confuse me so much I read them about 10 times and still remain bemused.

There's also the Universal Declaration of Human Rights 1948 which has an article that mentions the . . . 'right to a standard of living adequate to the health and well being of themselves and their family' . . . without water one would not be able to maintain health and well being for obvious reasons and so maybe the Human Rights Act can be used in conjunction with the Amendment as further defense for anyone threatened with being cut off. I recently refused to pay South East Water because they are charging me for usage 15 times greater than my actual usage. I don't think its a coincidence that I live in a block of 15 Flats and so it begs the question, am I being charged for the usage for the entire block ? and this has been ongoing for 5 years now. I finally refused to pay anymore. In addition, are the rest of the 14 other people also being charged for the entire block ? If so that's very naughty.

South East Water have threatened me by letter to cut my supply unless I pay in 10 days. They also threatened to take me to court. I am quite happy to go to Court and present my case to Magistrates as I am sure I will get a fair hearing on the dispute, much more than I ever would outside of the Court.

I am surprised and shocked that South East Water have threatened to cut my supply if the Law does not permit such action. I am so glad I got corrected on this point. That's a blessing so thank you.
Good luck
