NHS what should it be for?

With the Virgin repair question in the news and below, I was wondering should the NHS exclude things that are not necessary generally? (or charge as if private)
eg
1 - Fertility treament
2 - Tattoo removal
3 - Sex changes
4 - Cosmetic surgery for vanity purposes
5 - hymen repair, of course!
anything else?

I have kids ~ maybe I am being selfish by saying I am not sure about IVF being available on the NHS.

However before I had children I had always said I would live with it and do something else with my life. Quite a few of my friends have done this and are very happy..I might have been too..or I might not have, I don't know, do I?

I love my kids with a vengeance and appreciate the fact that I have them..however If I had not been able to have them I might well have fostered or adopted. It would certainly have been an option I investigated. I might even have investigated IVF ~ and would fully appreciate the fact that I pay for it myself, as I would much rather NHS funds went into serious, life threatening diseases.
Actually I should probably mention that there's a 50:50 chance I can't have children. And I still feel that IVF should not be available free on the NHS.
I think some should be change because some people doing this without enough good reasons in their mind. Hope you get my point.
