Downloading music

Is it illegal or not to download music from programs such as winmx in the UK? I have read that it is only illegal to upload/share files, and that if you only download music from others who upload theirs, then you are not technically doing anything wrong. I am unsure whether or not I would be at risk of a fine or worse if I were to download, but not upload, music files on winmx.

It is illegal to upload OR download although at the moment I believe they are only prosecuting the uploaders.  However it is still illegal to download.

If you look at the advertising blurb for WinMX, they claim that you can download legally using their software. It's only when you sign up and pay that you notice the small print, which says that you have to check to see whether the artist in question has given his or her consent to free downloads. Then it's legal, otherwise it's not.

Technically it is NOT illegal to download files, music or film from the internet. Copyright law only covers the illegal copying, hiring or lending of material. This is why the courts are not prosecuting people who download but do not upload. Morally, though it is entirely a different matter and open to interpretation.
