does anybody know of any websites i can find out about the first mobile phone ever to be created?.

all i can find is about the first ever mobile phone viruis and worm.

also does anybody know what the federal communications commissioners do ??

Start with the military..the huge phones/radios/communicator.
Maybe International Telephone & Telegraph.
I think all that remains is a school..ITT
Other subsidiaries, I think, still produce technologies for the government (US)

Although wireless "walkie-talkies" were used in the Second World War, they were actually radios.  The cellular telephones known today were invented by Dr Martin Cooper, a former general manager for the systems division at Motorola.  Cooper made the first call on a portable cell phone in April 1973. He made the call to his rival, Joel Engel, Bell Labs head of research. Bell Laboratories introduced the idea of cellular communications in 1947 with the police car technology. However, Motorola was the first to incorporate the technology into portable device that was designed for outside of a automobile use. 

FCC Commissioners are appointed by the president, and by law, commissioners must come from both the Reuplican and Democratic parties.  They oversee the liscensing, bandwidth allotment and other functions dealing with all aspects of electronic communications...
