Why should I pay £28 to find out why I am unable to access Microsoft Office Outlook to receive or send emails?

You shouldn't. If you're seeing such a screen on your PC, your system has been hijacked by malware. Try downloading and running the free version of Malwarebytes:

Also run a full scan with your anti-virus software.
If those don't work, try running System Restore, to take your computer back to a date before the problem first arose.
