Is it opening new tabs or do you mean a new instance of IE?

If I try to open a new window, the new window box flashes as if it is about to appear then disapears! Also can't open Windows Update!!...even on its own.

Haven't tried opening up IE again, at work at present so will have to try tonight at home.
