why is there an option for no rating in the rating list? isnt that the same as not hitting the rate this answer button at all?

It really makes no difference at all, even if you give someone 3 stars or none.

the rating is supposed to be rating the quality of your answer right?

It is, but no one really cares about the ratings if truth be told, i mean, there's no records or anything.
