In the UK, "The boys in blue" refers to the police.  To me, though, if police uniforms are blue, it's such a dark shade as to be almost black.

What is the colour of the material used for police uniforms?

yes, but it's much darker than the swatch on that wiki link SteveD, right? Unless I have the light on I can't tell the difference between navy and black.

Sussex Police.........

Trousers..........black

Shirt..................white

Jumper.......................navy blue

Body Armour..........................black

Jacket........................luminous yellow
