what accreditation or qualifications would a training centre need to have to offer nvq's to it's learners/students?

None themselves.

They could get an outside agency to do them. There are plenty of agencies that get paid by the government so it doesn't cost the employer or employee anything and it goes towards thier investers in people award.

Its assessors and verifiers would have to be registered though to an accredited provider (eg the one that issues the certificates EAL for example)
