UK politics - which party puts a lot of focus on helping people with mental health issues?

I'm really clueless when it comes to politics, but I'd like to know which (if any) UK political party believe in helping people on incapacity benefits (not just people with physical problems, but mental health being a main focus).. To word it better, which party thinks it's important for people with mental illnesses to get the benefits (both financial and with medication and therapy) that they need?
And remember, I have no idea about politics so I'll be confused if you reply with technical jargon, I need it in layman's terms unfortunately!

Labour has over the last 13 years a good record of investing in the NHS and on Welfare. The Conservatives have pledged to protect the NHS in the short term, but has pledged to clampdown on Incapacity Benefit.

I understand that UKIP EDL and BNP, offer safe havens for people with mental health issues, but only for those who actually join them. In fact, they are the only parties where such people can rise to the top of the party ladder.
Are the EDL now a political party ?
