Enormous bottle in Latvian, say, rashness but not green (9)

I have BALTHAZAR - does 'not green' refer to removal of intial/symbol of US currency?

rashness = hazar(dry). In Chambers dry is defined as 'not green' and 'but' is defined as without (obsolete).

Thanks JMR27. I see now - I new rashness must indicate Hazard at least.
