Is this phone tariff available? Or something similar?

I want to get my daughter a monthly contract phone for xmas ... but I don't want to be lumbered with the bill for any extra minutes/texts she might use. Is there a tariff that will lock the phone once minutes are used up and then maybe she could put on credit to use it until the next months minutes become available.

Hi,

T-Mobile to a tarrif called U-Fix i bought it for my daughter last Xmas and it does exactly what you want :-)
