My neighbours are moving to France and has lots of pots of outdoor plants ready to take with them, I know you cannot bring plants into the UK and wondered if it was the case with France or are they not so strict?

I think you will find it is the same thing when bringing them into France. Perhaps get in touch with the French Embassy in London for information.
