How old is the 206?  Modern cars now have separate head and dip beams lamps which both come in for main beam.  If it's the older type (twin filament bulb) then both should not come on for main beam but should switch between the two.  Some head light flashers did bring on both filaments in the latter but only temporarily while you held the flasher on.

Thanks . It's 2002 model. Also just been told that the lights are to low to the ground and the electric adjuster doesnt bring them up far enough
