How would the name Froebel be pronounced? It's German and is sometimes written with two little dots (an umlaut?) over the o. Thanks!

I always pronounced it FRIBBLE - but I'm not a German speaker.
I presume you are referring to Friedrich Froebel, the German Educator?

Yeh, I always thought it was Fr-OH-bell but my university tutor says its FrOI-bell and a girl in my class pronounces it FrUH-bell. Was just wondering which, if any, of these were correct!

The girl puts the emphasis on the 'bel' bit by the way, didnt make that clear
The sound of � doesn't really exist in English; however, if you know how to pronounce the French word for beef...ie boeuf...you've pretty-well got it, I'd say. Just put that in for the oe in Froebel.
I should have added above that I'd guess Germans would put the stress on the opening syllable.
Closest English transcription would be FRUR-bel.

Quizmonster is correct - it is pronounce Fr-ur-bel.
Sorry - just got in from work, a bit tired.
