I have recently moved into a flat and the landlord told me that the previous tenant had landline with virgin media, and provided me with the landline telephone number that was at the property.
Does this mean that if I want landline reinstalled, Virgin Media are the only ones that can do it? Or can I, for example, get in touch with Toucan, and give them the previous phone number on the property, and they can install it?

Toucan cannot do it, it has to be BT or Virgin. You can have your landline account with anyone, but these two are the only ones who install, and each has a minimum contract period before you transfer.

I believe only Virgin does cable.
Our house had Virgin landline (and cable TV) when we moved in.We kept the number and the Virgin service because when I phoned BT they said it would cost me over 150 to be reconnected! Whoever you use will probably charge you.
If it is "proper" virgin cable line then only virgin can come down that line.

If it is a "normal" phone line then it can only be BT, and not Virgin.

As has been started, BT charge a fortune to fit a phone line.
