I have moved house in the past month, and am registered to vote at old house, but it is too late to register at new house. Assuming I cannot get hold of my voting card from old house - am I still able to vote without the card?

Yes, go the your polling station and give them your name and address, they will issue a voting slip.  They will cross your name off so that no one else can use your vote.
