incorrect sign put on highway by neighbour

can highway department prosecute neighbour for putting an incorrect road sign on a highway stating it is a private road unauthorised persons prohibited. the access lane is used by myself and several other people to get to land and garages etc. i have had deliveries refusing to go up lane to my property because of the sign. but a new neighbour living next to the lane is trying to claim that its his own private lane. it was adopted many years ago.

I suppose they could do but I doubt that they would (good use of local authority resources?).
If you are sure of the facts, maybe the sign could mysteriously disappear over night? Afterall, it must presumably be located upon the public highway.
My sister lives in a terrace house and her next door neighbour likes to park right outside his own house. He affixed notices to his garden wall saying "Private, no parking."
The house are 20 yds from a police station and he soon had a knock on his door telling him to take them down as what he was doing was illegal.
(He then nicked 2 police "no waiting" cones which he stuck outside his house when he went out. He received a police caution for that)
