I think you have to have a licence if you have any TV viewing equipment, not sure how it works for portable ones like on mobile phones though.
legally yes you do require a license to watch TV over the internet.

though it is a virtually unenforcible law unless ISP's start to release to the TV licensing people details of everyone watching online TV
battery powered devices (such as phones) that enable you to watch TV "out and about" are covered by your home license.
What's the URL?
easiest way (in my opinion) is goto http://www.tvguide.co.uk/ and if you look just under the channel names in the list on the left the ones that have watch underneath you can view "live" just click on the word watch.
the dictionary defines a television as : broadcasting visual images of stationary or moving objects.
Therefore i would presume that you would need a license to view tv on the net.
You do not need a licence to view TV on the net providing the programme isn't being shown on TV at the same time you are watching it on the net.
Lakitu, do you mean once your not watching live tv?
Yes, so if you wanted to watch Eastenders on BBC iPlayer, you would have to wait until it was not running on BBC 1 at the same time.

For now, that is the only stipulation, I'm guessing they'll soon bump up our TV Licence fee to cover it though.

All other channels it doesn't matter since we don't pay for them.
Laks is correct, I assumed the question was purely about live TV streams on the net. which you do need a license for regardless of if you actually own a TV receiver or not.

but if you are watching "catch up" tv and do not own any other method of receiving tv channels then you don't need a license.

But as I said the whole system at the moment is virtually unenforcible.
chuck none of them says watch

so not really any good dude

sorry
leg your not in the UK remember
