I think this is one of 12 clues lacking a definition, and the answer is the name of someone quoted in Pseuds Corner (in 2008). My P.E. collection is incomplete (they tend to get lost or tossed), so I can't check back. Tom Foot is the only name I've turned up but cannot justify or check.

Many thanks to you both. I like justification for STRESS, which rules out TOM FOOL, which I couldn't justify anyway.

Except that now I'm stuck on the 36/77 -- "those entering this niche in property market soon down to their last stitch" -- previously I had Pseud's 2008 debutante Kate Nash in there, which now doesn't fit!

24 down is Tim Lott - lot being destiny, tit being plonker and the m for Mandelson's chief.

42 across - I think it's stress because I can't see what else it could be but, like you, I can't justify it.
36/77 is love nest.
