computer scan disk running at boot up

My computer has started running scan disk, full surface scan, every time we start it up now.  I am not a newbie, I have checked msconfig, start up, win dr., we have sypware software, norton virus prot., etc.  Oh, and it says we didn't shut down like we should, but we did.  Windows 98se (yeah, I know, time to upgrade) AMD Duron processor, 512 ram.

But you can get rid of this annoyance: run MSCONFIG.EXE -> Advanced tab -> check the "Disable Scandisk after bad shutdown" box -> reboot Or edit the MSDOS.sys file like this: http://forums.windrivers.com/printthread.php?t=56543
