I have the above sound card in my PC. It has been connected as per the manual and has been checked several times now.

In the Windows volume control there are slide controls for Wave and CD Audio. When I play a CD the CD Audio control has no effect, but the Wave control changes the volume for the music and the PC sounds.

Any ideas what I'm doing wrong?

This is not uncommon. Altough the sound will probably play if you select a track through media player (or similar). The CD player volume option requires that a seperate cable be plugged between your CD player and the sound card. This is a small four wire cable, and in many cases people do not bother to use it, resulting in the problem you describe!

If you mean the wire that goes from the back of the CD to the CD input on the sound card, then it's in place.
