A visit to the vet is essential. Sometimes you can get puppies which are termed 'swimmers' who have their back legs out behind them, but this is normally only for the first week or two, unless they don't come right and are put to sleep. It could be the result of damage during birth, or nerve damage.By 3 weeks they should be getting around normally, if a bit wobbly.
Definitely take it to the vet asap! My friend has a kitten that was born a 'swimmer' and the vet bandaged his legs in such a way that it strengthened them and the kitten was able to walk properly. You'd never know it had ever had a problem now! Mention this to your vet too, it can be done, don't just let them put him or her to sleep.
