What is the best (meaning simplest and possibly most reasonably priced) way to scan photos and negatives onto disk?

The simplest and easiest is to send the whole lot off to a company that will do it for you. :)

Otherwise it is relatively cheap but laborious with a scanner - you can buy a very cheap scanner for the photos, and you can buy something like this for the negatives:

I haven't used one, but a friend of mine has a similar one and has had good results.
Epson Perfection Photo Scanner does both very well and also transparencies but it is a rainy day job so ideal.
