when is the best time to move lavetera, it is about 3 foot high at present and need to move it before it gets much bigger.

Best moved either late autumn or early spring before it starts to leaf up again. You can cut them back very hard if it is getting too big and it will benefit from this as they tend to get a bit wild if left.
A lavetera will benefit from pruning every year quite hard nearly back to the old wood will stop it going straggly and woody. It will flower more each new year. I have several and cut mine down every year.
