my partner and i have just come back from a weeks holiday to find a large wooden play house about 12ft high looking directly into our garden from our neighbours garden. the council building control dept say its a temporary structure so can do nothing about it. the neighbours are not speaking to us anymore and have put weed killer on our front lawn (we suspect). do we have any rights around privacy invasion?.

It is true that as a temporary structure, planning consent is not required. So the planning department (not building control, which is different) seem to have given you the correct answer.
Grow a 13ft high hedge?

im thinking more of 16ft scaffold poles with scaffold screening(as a temporary structure) and then a hedge. it's just inconsiderate and with no warning.
If you have your own fence coat it in Creosote as many times as you can and the smell will put the neighbours off....
