Can I put a Legal Charge on ex husbands property for maintenance?

Hi there, my husband and i separated and divorced over 7 and half years ago. I have three children and he has been paying payments through the CSA for my youngest child. My youngest child is in full time education so I believe my ex has to pay for him until he is 19 years old. Therefore he has just over a year to go. I have just found out from the CSA that he no longer works where he did and he hasnt provided them with any details or responded to any of their correspondence. I have found out that he is now working in Dubai. However i understand because he is abroad, if he is being paid in Dubai I cannot claim maintenance from him. At the moment he still has with his new wife a house here in the UK. Can I put a charge on his property or do anything to get maintenance?

Question : Did he transfer the house into the wifes name ?...Or is it in another name ?. or is it his wifes house ? or is it rented ?..My advice get onto the land registry website and do a quick search on-line, see who actully owns or has a listing on that address.
