The Oxo tower has stunning food and great views of the River Thames but is very expensive - though I believe the Bistro is a bit more reasonable.
Rules Restaurant (in Covent garden I think) is exceptionally good. it specialises in game so perhaps not suitable for vegeterians. Greens fish restaurant, which is just off Picadilly circus is also very nice.
Delilahcat just beat me to it -  The Oxo Tower is a real treat, epecially at night facing the best bits on the London skyline, including St Pauls looking spooky and moody in its white light.  Fabulous food and you'll be well looked after. It is a bit pricey though - I was last there around 4 years ago on a visit to London with my wife - including liqeurs and a respectable tip, it cost around 170 for the two of us.  Great experience though - worth every penny.
the ivy has a long waiting list but was more reasonable price-wise than i was expecting. good simple food cooked well. i cant really remember what the atmosphere was like but i was with good fun friends and had champagne and it was a very enjoyable night.
The Oxo is good but very expensive.  Although it has great views and great food i wouldnt say that i has a great atmosphere.  I'd recommend Singapore Sling in Camden - has a fantastic atmosphere (lots of water features and great music) and food is amazing.
the ivy is the only place to go. However, the views from level24 in the old natwest tower are hard to beat, food is decent too. If you want nibbles then 'vertigo' 18 floors higher is amazing. A secret gem in London
My brother took my parents to The Lightship at St. Katherine's Dock for dinner just before Christmas and they all said it was fantastic.  Search for it on www.toptable.co.uk
