2 small ones but be prepared to rehome them when they grow.

I'd say that you would only be able to keep 2 goldfish in that tank while they were *very* small (or you are going to be doing huge water changes every few days to keep the pollution levels down!)

An alternative fish to consider is the White Cloud Mountain Minnow: http://en.wikipedia.org/wiki/White_Cloud_Mount ain_minnow as these lovely little fish are fine in an unheated tank and you might be able to get away with up to 4 in a 21 litre tank (again, with regular water changes).
